Gen 1 evasion moves were pretty busted. Therefore, evasion moves are banned in every generation even though they haven't been broken since Rest stopped being a viable move.
Gen 2 OHKO moves were pretty busted. Therefore, OHKO moves are banned in every generation even though they haven't been broken since Rest stopped being a viable move. Hilariously, this ban was retroactive to gen 1 in which OHKO moves are bad due to always failing against faster Pokemon and mostly being learned by slow stuff.
The fact that 6v6 singles is the unquestioned standard format on smogon kinda makes it clear that, as with all of their other policies, they're just kinda trapped by tradition at this point.
