What's the point of Untiered? I thought Smogon's tiers were based off usage. It shouldn't matter how bad a Pokemon is. Whether or not it is recommended is irrelevant since tiers are supposed to be based off usage, not viability/recommendation.

Then why aren't Untiered Pokemon just considered part a tier lower than PU rather than an unplayable tier?

I don't play competitive, but my guess would be that they're so useless that they cover a huge specrum of viability, so some UT pokemon would be 10x more viable than others, necessitating new rules, a new banlist, etc. It would basically end up with just anotheir tier below ZU and stricter standards on what's still untiered. I'd guess this is actually sort of how ZU happened.

probably because they don't want a whole other metagame to have to manage alongside the others, especially when said there's only about 27 pokemon and only half of them would be worth using at all

If that's the case, they should just have Untiered Pokemon in the lowest tier. Making an Untiered list seems completely pointless if they could just have those Pokemon be in PU.

they pretty much are in the lowest tier since that's where they can be used
untiered is more of a classification of "don't bother using these" than an actual tier

Untiered mons are ones that get so little usage that they can't even be PU.
And they only get so little usage because they're so unbelievably bad that they're not even relevant in PU.
