It has a reason to be simplistically designed, and it helps contrast it with the rest of the gen 2 dex with how weird it is. Unfortunately it hasn't aged well because now there are bird Pokemon that are even more simplistic than Natu, but for no reason, and this weakens Natu's design.
Neither of these Pokemon actually support your arguments when we look at them critically.
