Venu trades the higher speed Lilligant has for more bulk and an arguable better typing to backup said bulk, especially when Lilligant is something of a setup mon.
That said, if we account the dex cut and Lilligant got all that shit you listed, RUBL would be realistic just because they legalize Drought unlike UU, and like i said, Venusaur is THAT good of a Chrolophyll abuser despite having 10 less points in speed and SpAtk than Lilligant.
