However, you can beat the gyms out of order if you go out of your way. This means you'll fight an "overleveled" gym leader, and the next gym leader will be "underleveled"... presumably because you grinded your ass off to beat the "overleveled" one.
This was obviously an intended choice. You go out of your way exploring, and grind your ass off to beat a gym leader, and the reward is steamrolling the next one.
However, certain retards, impervious to numerous in-game clues, never realize they are beating the gyms out of order, so they think the game is wrong. "Oh god, I had to GRIND to beat this gym. Imagine that, the horror... And then the next gym was too easy. How awful. And what's up with the backtracking? Who designed this?"
Once they realize they are the ones who took a wrong turn, they'll claim there's no value in this choice. They'll tell you that both gyms should be the same level, unaware of the irony that they're begging to have a legit gameplay choice turned into a mere cosmetic choice. Even worse, some will tell you that they'd rather have no choice at all.
