Essentially, the Dragon type should have never existed. If you eliminate the Dragon Type, all these problems of coherency and logic are immediately solved. And Lance can still be the Dragon Master and still do exactly what he does now: use a team of Pokémon he considers dragons regardless of their typing.

If I had to guess, its because Steven was supposed to be the 'earth' champion and would be the champion of Ruby, and Wallace was supposed to be the 'sea' champion and the final boss of Sapphire. Or vice versa. Then something happened and they decided to just make Steven champion of both and scrap the Wallace idea before making him the final boss of Emerald

It adds to the game in gen 2 at least. It's neat that there's a cape wearing, dragon loving family in Blackthorn city and that the Champ comes from them. Wish they had done more with that but it's still cool.

Nah. They didn't make enough dragons for him so they gave him dragon-like pokemon. He gets more dragons in later appearances. I'll never understand why they thought giving their dragon trainer champion no new dragon types in gen 2 was a good idea.

The elite 4 in Kanto seem to be specialized in two types rather than one (Water/Ice, Rock/Fighting, Ghost/Poison and Flying Dragon)

I don’t know why they thought to theme their final Elite Four Member and Gym Leader around Dragons three times in a row when they did not have enough Dragon types for it. It might be more stupid than DP’s Fire E4 guy.

No, Lance was a Bird Keeper but everyone laughed at him for being a bird neet.
So he caught 3 dragonites and called himself a Dragon tamer even though he still has a flying-mono team because he can't not have a team based on Flying type.
