Doesn't really make any sense.

Damp does need something besides preventing explosion, but it should at least make sense. Maybe have it screw up fire type moves somehow. No explosions and fire move damage is decreased for everyone on the field?

Have Damp make it so fire type moves cannot inflict burns, but other moves that inflict burns (Scald, Scorching Sands) can still work. Swampert can even take advantage of this.
