Emotions would say Arcanine or Venusaur for being mediocre Pokémon often stealing the spotlight from better Pokémon, but even my biased ass can admit they're still much better than shit like Pidgey or Seel line.
I'm gonna go with Seel/Dewgong: Even in Gen 1, they already had nothing going for them. It's boring, it's not strong, it's not unique.
