The only Water/Psychic mons in gen 1 were Slowpoke, Slowbro, and Starmie.
Meanwhile, there were 8 Normal/Flying mons, 9 Grass/Poison mons, and 6 Rock/Ground mons.
Not to mention that mono-water was the most common typing in gen 1, with 18 (and would still be the most common without Psyduck and Golduck).
