Because Game Freak themselves say things like how they're for everyone and that SWSH would make fans say "this is what I've been waiting for"
They also use Kanto things a lot so clearly they still target older fans at face value

They do that because those were the games that sold the best - what they’re doing isn’t appealing to fans of the series, it’s the kids they lost one Pokémania ended
