That scene is not meant to be "wow look, cuz he waited the 20 minutes it took you to beat Nessa while telling you to hurry up, that means he is not a weirdo that acts on a whim!", that scene is meant to show how impulsive he is in the first place.
And you're lying, across the entire game we were told he is busy with something, that he is worried about something, we see him talking to Bede and Bede mentions that the chairman has had something on his mind and that the wishing stars are related to it, you see the experiments he was doing in the lab that he kept hidden and more all before you even step on Wydon. All that happens on Wydon is that we find out he doesn't like the way Leon puts a sport match above the possibility guarantee eternal prosperity to the land, but his actual motivations and odd demeanor was all spoken of way before that. Hell literally the first time any character talks about him is Sonia saying she thinks he's offbeat.
It's a Pokemon game, and as usual, all of them have more or less wonky stories and the GF writer is clearly not very good at his job, but claiming that he hadn't displayed those traits and that the situation was aluded to before the last act is pure bullshit, like you have some kind of switch in your brain that says "NO THE STORY ONLY COUNTS IF IM FIGHTING EVIL TEAM GRUNTS RELATED TO IT" or whatever.
