First megas do return, Charizard gets two new megas for each game, the Diamond exclusive is Fairy Fairy and the Pearl exclusive is Fire Steel
Infernape gets a mega and has and abillity which makes it so infernape outspeeds everything and ohkos everything
Torterra gets a mega and a new abillity that makes it so it cant die
And empoleon gets an abillity that makes it so it immediately faints
Dialga and Palkia also get megas that resemble a steel and water type charizard

Yes there are sinnonan forms
Meowth gets one that is dragon type and has an evolution thats called Meothazard which looks like charizard
