On cart, that one move propelled him from a mediocre ranking to being the SECOND MOST USED POKEMON in singles, only beaten out by Cinderace. And in VGC he's the top dog.
This is the same as how Strong Jaw boosts Fishious Rend. Neither one of those moves on their own would be enough to make the pokemon top-tier, but it's only when you combine the moves themselves (Fishious Rend and Grassy Glide) with the best ability that pokemon has (Strong Jaw and Grassy Surge) that the moves achieve their full potential (An additional 1.5 boost to power and +1 priority, respectively) and makes them go from being "Strong" to "Holy Fuck".
tl;dr: claiming that Rillaboom is only good because of his ability making his move insanely powerful is hypocritical when comparing him to Dracovish; since Fishious Rend is only as strong as it is because it's boosted by Strong Jaw. Try using Dracovish without Strong Jaw and you'll see just how much that 1.5 boost in power matters.
