It would still be 4x weak to Ground and a ton of other shit.

It's ok to make mons with a shitton of weaknesses, actually, they just need to be fast strong attackers. Look at Weavile for instance.

Doesn't matter. As far as I'm concerned, I just want the mechanics of the Pokemon to at least make an attempt at matching its lore.

That's just how thermodynamics works.
Water touches Magcargo, the heat moves out of Magcargo and into the water, and the water evaporates because it's so hot while part of Magcargo's body cools down and takes damage I guess.
