Well, it is tougher, but only because GF is beyond awful at making good movesets and teams. It's probably on par with B2W2 challenge mode if not a little rougher.

Is Insurgence being edgy just a meme or is it actually true? I know there’s an option at the beginning to select a “dark story” or a more traditional one, but how dark does it actually get?

all of this occurs in the first few minutes.
that being said, it's nowhere near reborn's level of edge in the sense that its edge just kinda pops up at random as opposed to being present throughout all of/the majority of the game. so for the majority of the game its tone is comparable to that of an ordinary pokemon game, with occasional bouts of "oh no that dude is gonna murder the other guy wtf this is so dark....." before jumping back to its normal tone
