There have been instances where they've controlled both people and Pokémon before. Sometimes Oranguru will even use Pokéballs on other Pokémon.

Because they don't want to be. Oranguru canonically have the ability to become trainers and there are definitely others Pokemon smarter than Oranguru, so it's simply a case of what they want out of life. Gardevoir especially, as the example you gave, is a Pokemon that wants to serve and not to lead.

Doubtful, with pokemon like Mewtwo, Meowth, Lucario, and others they have true sapience. Some just don't care about being as independent as the first two. Higher thinking, they just don't want to use it.

The question was about psychic pokemon specifically. Obviously I'm not trying to box all pokemon together, there are some that are shown to be quite capable of human thought, but it's also possible for things like Metagross for example to display high level problem solving skills and not be sentient. Many animals in real life are like this.

Ah I see what you meant. I thought you were lumping all psychic pokemon into that category. When it comes to Metagross.... maybe. I personally believe all pokemon have the capability to be sapient beings. And its strictly because Meowth exists and is just a common regular meowth that just learned how to talk. And in its interactions with other Pokemon they are shown to be sapient beings as well, the only difference being they can't speak human languages. Hell Pikachu has Sapience its just very young.

Simple choice, like most pokemon.
Being trained affords you specific advantages, among which includes safety from predators you can't mind bullet to death, a high likelyhood of high-quality poon/dick, and free food/headpats.

Digital pokemon get a different advantage, as they are likely able to interface with the software that operates the Pokeball/storage system.
Metagross puts up with being caught because you plug it in to the biggest computer any Metagross knows how to access.

I'm assuming we are normal type with some negative ability that allows us to be hit by ghosts(reverse scrappy) so mostly normal moves and some fighting moves, those that practice really hard can learn psychic or fire moves (the psychics and fire breathers we see in games)

This is true, they don't seem to want to progress their lives, but that doesn't make them animals. They just live comfortably how they are with their high sapience and intelligence. Basically, Pokemon choose to stay where they are in the world... except when they don't. If they wanted to take control of people they can, lots of them have mass hypnotic powers.
