I think it's funny how Gens 2 and 5 don't have an associated shill starter because they're all just so exceedingly average/underwhelming. But to be fair that's still better than the shit that they're shilling nowwadays.
I'd rather use a Meganium or a Feraligatr than atrocities like Cinderace or Intelleon.

It's more so down to the anime. Both Gen 2 and 5's trios had split attention and never fully evolved, while the ones in OP's image all received significant attention from the anime which boosted their popularity sky high. Sceptile even got a huge boost in popularity around Gen 6 thanks to that rival in the XY anime.
Rowlet deserves to be in the image for the same reason.
