Just google shaymin starter, and you'll see a bunch of old posts on different websites
Also in the VP archive sites, some people made some speculation about victini and manaphy also being starters, but that's less believable, since there's no released additional formes of manaphy and victini (except phione)
DESU I personally don't think shaymin is a scrapped starter. Gen 4 introduced a ton of new form pokemon, following from deoxys in the previous gen.
