I suggest you use Ultra Balls. If you specifically want it in a Poke Ball, I'd farm the Cerulean Cave over and over for as many Gold/Silver Berries until you're sick of it and have at least 100 Poke Balls.

You can hunt it in Emerald. It's a pain in the ass because of how the RNG is in that game though.
