It would be better Calm Mind, as it boosts speed which would be a pretty decent bump, but Gardevoir still has a huge problem...They are frail as paper Defensively and HP wise. A gardevoir gets one shotted by pretty much all Physical Steel, Poison, and Ghost move. Quiver Dance will help them be faster, but not tank a hit from like any halfway decent hitter. You couldn't set up against any physical pokemon or worse any physical Ghost/Poison/Steel Pokemon. It would be useful against Sp.Atk users and walls though.
I feel, they'd either stay UU or get unlucky and get UUBL and barely function in OU because pokemon there just would OHKO it.
