Here's what I would do:
Ice now resists Water, Ground, Flying, Fairy and Grass
Hail gives Ice-Type Pokemon 1.5x defense
Water-Type moves under Hail deal Ice-Type damage when most beneficial. Example: Water moves do supereffective damage to Dragon-Types
Aurora Veil reduces Fighting-Type damage by 1.5x. To balance this change, Aurora Veil is no longer available to Pokemon with Snow Warning as an ability
