Why not combine the two, and make a 3/4-baked idea?

It's not like Cosmic or Magic are terrible ideas in a vacuum. It's just that with the way things are in Pokémon's universe, neither totally fits in this element system. Cosmic Type could work but it's a LOCATION which none of the other Types are, and no one can ever come up with decent Cosmic Type attacks or special powers they would use, beyond "using vague power of the cosmos".

Magic Type doesn't work mostly because Pokémon already are beings with supernatural powers in the first place. Magic in fiction is only interesting in contrast to the mundane. Pokémon is a high-magic and high-technology setting where pretty much anything can happen, so that means a dedicated Magic Type would be woefully boring and uninspired, offering little that can't be found in other Types.

Buuuuut you could combine the two. It is a common fictional trope for magic to be in some way related to the stars, after all. Magic blasts often are depicted with stars.

Also Psychic covers waaay too much shit. They slap it onto anything with vaguely paranormal powers without much thought. It makes Psychic not really special, because it is too broad and doesn't have a solid identity. Psychic covers

>dreams
>aliens / the cosmos / sci-fi stuff
>super-intelligence
>emotions
>magic (the traditional sort, not the Disney sort which is Fairy)
>teleportation, telepathy, telekinesis, seeing into the future, hypnosis, psychadelics, meditation, distortion of space-time, etc.

If we combine the ideas of Cosmic and Magic, it will go a long way towards alleviating this. I couldn't find a perfect name but I'm calling it Astral Type — Pokémon who explicitly have powers over the cosmos, or, who have traditionally wizard/mage powers (which in this universe we're saying ultimately relate to the stars).
