Second of all, wrong, tons of the Legendary are unique. Reshiram, Zekrom, Xerneas, Yvetal. They are one of a kind pokemon that is not supposed to be found anywhere else. Also legendary is use for rarity and power. If a pokemon is rare to find and have much greater power than a normal pokemon, it's a legendary.
