An interesting idea, I could see it.

Freezing Curse: Curses the target Pokémon to always set up hail while it’s in battle.

why not just change their ability to cause hail? i assume this is what you meant, but this way it replaces their current ability

Having it be physical would make it so that a lot more Normal types could benefit from it. Just say that it's a powerful tackle, like Zen Headbutt.
