But Wingull/Pelliper is a good partner for any of the starters and an awesome HM Slave.
Sceptile does seem to have been unlucky. All his moves in gen 3 are physical or became physical in the 4th gen, yet he has higher Sp.Atk than Atk. Really typical gamefreak.
