For the same reason that +1 Atk with a Choice Band is net 2.25 multiplier instead of net 2 multiplier. Stat boosts, weather, and terrain are in their own lanes.

They are quite literally not, they boost the BASE POWER of physical and special moves instead of the attack stats. This is why you get weird shit like Body Press and Foul Play getting boosted by Band and Photon Geyser/Shell Side Arm failing to realize that you are banded if the main condition doesn't apply regardless.
