>Falkner
a falconer, specifically trains bird Pokemon. Pidgey looks the closest to a falcon, Natu is too exotic. Murkrow was extremely rare. Spearow & Hoothoot don't have many falcon traits.

Pokemon exclusive to the Bug Catching Contest, Metapod & Kakuna are weaker ones that are more common in the contest. Scyther represents the strongest of the strong, where he was a lucky contestant to get one.

Cute Pink theme, Clefairy makes sense, the gym is shaped after her and Whitney in HGSS points like Clefairy. Miltank was designed as a huge obstacle, explaining the lack of a 3rd member.

Limited Ghost type options, plus Misdreavus was newly discovered, I doubt Morty at this point in time knew that Misdreavus even existed. Gengar is much stronger as an ace anyway. The Gastly line looks distinct from each other, making the team not look too repetitive.

Punchy man, Primeape & Poliwrath have a boxer motif, Machoke & Hitmonchan are also strong punchers, but that would give overlap to the other fighting specialist, Bruno. Plus, Hitmonchan is an urban living Pokemon, the opposite of Cianwood.

She used to be a rock type trainer, going from Onix to Steelix. The steel type was also newly discovered, but Magnemite was already a common one, and was the only old Pokemon given that typing.
>Pryce
Delibird, Sneasel, & Jynx were special and rare Pokemon. Pryce is a long time standing Gym Leader, Seel, while not an ice type, evolves into one, with Dewgong as an extra to keep it comfy. Swinub is very common in the Ice Path, so it's not unreasonable to think that he level it up quick to a Piloswine.
>Clair
lives near lots of water, so her dragon types reflect that with a seahorse and a few serpents. Avoids Dragonite to avoid overlap with Lance, who goes for dragon-like Pokemon. No other dragon types as an option.
