Punch a puddle and it retains it's shape, also distributes energy better therefore stronger resistances defensively. As for offensively it can smother, it can also be hot. Ice is fragile, and while it would seem like a solid should be more resistant defensively it shatters, cracks etc. As for it's offensive side it's more to do with hurtling solids and rapidly cooling at atmosphere. So ice is more like cold rather than just frozen water.
Rock and ground are virtually the same thing as water vs ice. The same state of being solid applies defensively as ice, it can crack etc. The methods of attacking are relatively the same though desu.
Lastly rock and steel are completely different matter. As for attacking both are again relatively similar.
The only real argument is that some of these types matter more defensively.
