I also think Sand Veil could be replaced, because it definitely seems more filler than fitting.
Going purely from a flavor angle:

Rough Skin seems like a good fit, a lot of the dex entries refer to its hide as "rugged" and "tough." Speaking of tough...

I think something like Solid Rock or maybe Rock Head would fit this. Although one could argue that Sturdy already covers this aspect.

You can take two things from this: high speed or incredible momentum. High speed might suggest Speed Boost. Momentum might suggest Stalwart. Steadfast could depict both.
