If you have two games like Final Fantasy and Fallout, which share almost nothing in common (and what they do share is common in other genres as well), then something has to get cut out of the definition. Western RPGs have a unique trait, and that is role-playing and choice. Japanese games, mostly, are tactics games with a story sprinkled on top. Which gets to your question.
