They make them with thick dark lips and other features.Depends of the artist and artstyle, some mangakas clearly draw black characters of a certain way like Tite Kubo and Atsushi Okubo but not a single dark skinned Pokemon character have flatter nose or thick lips(lenora's is just lipstick) or other "black features" but they do have afro textured hair like Iris, Kiawe and Raihan.
