Grappleoct on the other hand is blue, lives in water, learns water type attacks, and is literally an octopus. There are myriad pure water and pure fighting types and Grappleoct represented an opportunity to be the second (at the time) fighting/water type. As it is its a niche shitmon but if it had had a second typing (and better stast ability) maybe it could be useful competatively and maybe more people would enjoy it.
