It is just that most stereotypes dictate that girls like color pink and white, so they made them all pink and white and rounded.
Then they made munna in gen 5 and in 7 primarina is finally a starter.

Wigglytuff has one of those awful high HP no defenses and okay offensive stats kind of distribution, like Wailord and Guzzlord.

We won't know how Slow Start works with Neutralizing Gas until it releases, but typically yes.
Knowing Game Freak, they'll make it so that slow start bypasses NG, like how stance change and schooling do.
