Make it so the timer only ticks down while you can make an input, and it carries over to the next turn.
When the turn is playing out or you're waiting for your opponent to make a move, your timer doesn't tick down, but your opponent's timer ticks down while they're choosing a move.
If one player runs out of time, that player loses.
That way, timer stall is impossible as a strategy, but the battles won't go on forever.
