It has to be turn-based, both for strategic gameplay to exist, and so things like Chlorophyll speedmons don't become too OP.

For someone who genuinely wants Pokemon to break the turn based curse, no, no exp is not justifiable even as an ARPG. Best part of Pokemon is the feeling of growing with your team organically
