I think it would be more interesting if, instead of shooting water from the finger guns, he instead fired them out the tip of his tail. And, in order to get a better aim, he holds his tail in a way that resembles a sniper.
That way it keeps the theme, but also still seems like something more natural, rather than being a literal meme about finger guns.
