Why was Koga made into an E4?

Brock, Misty, and Lt.Surge make more sense from a marketing perspective.
Blaine and especially Sabrina make more sense from a lore perspective.
So why was some random poison gym leader chosen to fill the role? Poison isn't even a great type and the only strong poison type in gen 1/2 is Vemusaur which Erika uses.

i dont see how sabrina or blaine would be better from a lore perspective.
Will was already there so Sabrina is out
and cinnabar island is toast and Blaine probably wanted to focus on other things.
Might be 5th gym leader but it doesn't necessarily make him weaker trainer than blaine or sabrina

Don't know how any other leader would make more sense, specially at the time where Gen 2 came out when we knew even less of their backstory. We also don't know the entire logistics behind the gym/elite system.

That said, IIRC space world demo leak had misty in the elite 4 hadn't it?

You could replace any pre-Giovanni leader with a made up related character at the time. Giovanni too if you write it properly.
The question is why that decision was made with Koga.

In what way? Nobody ever gave a shit about Koga

Janine only exists to replace him and nobody gives a shit about her anyway. If Surge or Blaine became E4, their kids would also take their place.

Sabrina was a prodigy and Blaine was an old veteran with no gym so there was little reason for him to remain as a gym leader for cinnabar.

From a marketing perspective, I dunno. But let’s be honest. Have the E4 really ever been marketed highly? They’re just characters that exist (for the most part) to sit in one room and nothing else. Until Alola at least. In fact they may have chose him specifically because he was one of the less popular leaders and the others could be in their Gyms in the post game, which brings at least slightly more attention to them then being an E4 member.

For lore reasons, he was probably just offered the position and accepted. No other need to it, that seems to just be how E4 are chosen from what we know.
