Raikou was considered one of the best pokemon for gen 2, 3, and debatably 4, before falling off.
Suicune took off with CroCune.
Entei never really "took off", but it did get a niche after it nicked Ho-Oh's signature move... and Extremespeed.
>Tfw you give a pokemon the best priority in the game, and a base 100 Physical Fire Attack with a 50% Burn rate, and it's still "okay". Design-wise, again, Raikou probably takes the cake.
Both Entei and Suicune are fine on their own, but they kinda clash with eachother as a set.
If it weren't for Raikou, I honestly think most people wouldn't think they were even related.
Movie-wise, Entei wins by a landslide. Suicune's movie was bleh, Raikou's movie... doesn't exist in our dimension.
In-game wise, Suicune, probably.
Entei blew chunks in gen 2, has good ol' pre-gen 4 "stats and movepool disagree" syndrome. Raikou was good, but faced competition from Magneton and Ampharos, both of which had definitive uses beyond Raikou.
Suicune only faced direct competition from Gyarados and Feraligatr, but was better as a water type than either of them, and more importantly, was actually easily obtainable in Crystal.
Overall, Raikou was the best in more categories, and is never the worst of the three, so if such a thing as an "objective" best exists, it's probably Raikou.
