Yes, especially early gen pokemon which were balanced only for single player.
Later on, when competitive balance became the focus, almost every pokemon has a "niche", though there are still a few accidental cases.
Pokemon was better when it was balanced around in-game

Butterfree and Beedrill are popular Kanto mons that literally fucking everyone used so of course they got love. Cacturne is definitely one. Being slow and frail dooms it nearly as much as being Grass/Dark does. Also has a good non-attacking movepool with Spiky Shield, Spikes, Leech Seed, can't effectively use any of them.

Beedrill and Butterfree were better than Ariados and Ledian because of 3 things, movepool (which barely change between gen 1 and 2), stats and evolving much sooner.
Too prove that this isn't just Kanto pandering, Ariados surpassed Beedrill in Gen 3 when he got Signal beam as an egg move while to this day Ledian is still shit compared to Butterfree.

I just use reverse logic, regigigas is not a Pokemon with 160 base attack that gets halved for 5 turns, it is a 80 base attack pokemon that gets its attack doubled in 5 turns.
