I think Sinnoh Elite 4 isn't forgettable at all. It helps that not counting Alola, they're currently the ONLY Elite 4 to all appear in the anime during their respective series. And all of them except Bertha were shown actively challenging Cynthia for the champion title.

They were a downgrade from the Hoenn Elite Four and was outshined easily by the Unova Elite Four in terms of design and personality. They don't even have their own theme since it's just a higher pitch Gym Leader theme. Flint is the only one who stands out and even so, he has a unfavorable design.
