These Pokémon designs and inspirations should automatically make them stupidly fast, yet their speed stats are abysmal.

Because fits with the region. This made the games harder, and being slower is not always a bad thing... Try something different.

Competitive Pokémon players always play the same way. That’s the real problem, and they need to balance that.

The problem in Alola is that the slow stuff often doesn't have that much bulk either. Like Komala or Toucannon. Hoenn has this issue as well with all those slow frail mixed attackers.

Four of the Alolan forms are pretty fast (Dugtrio, Nineales, Persian, Raichu) so I guess they decided to make most other things slow to compensate.

I'm pretty sure like 5 lines lose speed after evolving. They probably thought the solution to power-creep was to cripple everything but said fuck it and made ultra beast
