Zoroark can't be a shillmon because even through it's appeared in every generation since it's debute in 5 it's not really impressive to use against anything but the retarded Ai,, Yeah it's got power but it's a glass cannon, it doesn't have a mega, a z move or even a Gigantmax form, there's not even a note worthy trainer assocated with it like Lucario has for Ash, that guy in the hat, Korinna, Nate and Kukui.
What GF were aiming for is something that could rival a kanto mon's popularity and they failed, they've failed for the past 3 gens to successfully make something on par with Kanto pokemon other than Greninja and they hate that thing and try their best to ignore it.
