This one is just a (bad) lazy sprite. I work with pixel art, and making a sprite over an image is fine if you still keep small details (like pupils or teeth). OP's pic looks ugly due to how the eyes are drawn -they are just circles and are like the original art at all. This could be easily fixed if they made Gliscor's head bigger to make more room for the details

Ironically they made some of the sprites worse with the transition to the international Red/Blue release.
Blastoise and Mr. Mime are good examples.

they at least fixed up the kanto sprites from rse to make them better, even if some like pic related still look pretty terrible (still not as bad as rse jolteon though).
too bad they didn't fix up the gen 2/3 sprites (what, did it just cost too much or were they huffing the fucking kanto fumes again)

Unironically my favorite sprite in the whole game. Its balanced pose, flickering lights, waddling/flapping flippers, and it's just so fucking huge. This guy is in most of my BWB2W2 runs because I just like him so much.
