So with identical BST, just speed/defense swapped, any chance these two were originally intended to be counterparts? Like Pinsir & Heracross? Or were they always evolutions that cucked Scizor?

No, some guy from another thread explained it well, trade evolutions are corruptions of the normal pokemon.

Sorry but no. The leaked Gold Version beta had Scizor as a Bug/Flying type and still an evolution of Scyther. They were never meant to be counterparts.

The point was that Scyther and Scizor have the same base stat total, even though one is the evolution of the other.

It's the other way around. It seems more like Heracross was supposed to be an evolution of Pinsir hence counterpart to Scyther evo - Scizor.
