Team Skull are just a bunch of kids who had shitty upbringings and banded together into a gang. Guzma decides to help Lusamine with her plans because she was the only adult that ever believed in him and told him he could succeed in life. Lisa mime has gone bonkers due to a mix of grief (over losing her husband) and space cocaine (produced by the Ultra Beast Nihilego), and now believes that Ultra Beasts are the most beautiful life forms and thus she should make everyone and everything look beautiful (to her). If they disagree then they must die.
Team Yell are a bunch of poor, dumb sports fans from a shitty run-down town. They get extremely hyped over a girl from their town making it to the big leagues and try to sabotage everyone else so she succeeds. That’s literally it. The real villain is Chairman Rose, who runs the Pokemon League and also hundreds of other major corporations in Galar. He learns that the energy Galar uses will run out in 1000 years, and instead of ignoring it and leaving it for the next generation he decides to solve it in his lifetime so that no future generations have to suffer. He’s so hellbent on making his point that he refuses to wait a single day for the championship matches to end and initiates his plan as soon as it’s ready, which causes more damage than it fixed because he got too caught up in trying to save tomorrow that he rushed things.
