Bulbasaur is a symbiotic with plant. The plant helps young Bulbasaur to have energy when it's too young or experiences hardships. As a sort of trade-off, Bulbasaur protects plant and help it being carry over along themselves.

The colloquial definition of plants has nothing to do with how they reproduce, and by the taxonomic definition pokemon aren't plants in any way. We could find mobile plants with animal genitalia, and as long they were multi-cellular autotrophs they would still be plants. Even then many grass types are animals with plant magic.
Ghost pokemon are animals with ghost magic, of course they reproduce.

Why do you make everything boring?

Ghost types could reproduce asexually, feasting on fear and negative energy surrounding haunted locations and multiplying.
Wouldn't that be more interesting?
This is all headcanon anyway, why would you write a headcanon that exists solely to legitimise Gamefreak's lazy mechanics?

I could see something like Venusaur reproducing like any other animal. But something like a Bellsprout? Cmon now

A lot of the fungus Pokemon have 'Effect Spore' too, so spores exist but they still breed and lay eggs? It's strange.
