If TPCi had billed Eevee and Pikachu both as Mascots together from the very beginning, I guarantee you it'd be everywhere together. And heck, Eevee's actually making it's own apparences as well (Eevee is the star of Pokemon Café while Pikachu, iirc, can't ever be encountered and is just given to you for free after you play for five days), so it's making progress.

I'd actually go as far as to argue that Charizard might even be shilled harder than Pikachu these days, and the only reason Venusaur and Blastoise couldn't be obtained in the main game I guarantee you was because they wanted the focus to be on Leon and his fucking Charizard.
But, you can't ignore the fact that Venusaur and Blastoise have been paired together for years since Gen 1, and if their cash cow "Dragon" had never existed, I assure you that Venusaur and Blastoise would be billed as a pair. There wouldn't be anything stopping them from favoring one over the other, but I guarantee you they wouldn't. We'd finally have a gen where the starters are treated as equals.
