And its evolution stone is only available in like 2 places in its native region. They really just didn't want this thing used in-game.

A ton of Unova pokemon evolve late. I think it's probably because BW only has Unova pokemon and some Unova pokemon would be available near to the end of the game at a high level so if you pick one one you could evolve it almost immediately. Of course this doesn't work if you hatch something like Larvesta at level 1, but the idea was stupid in general.

Gamefreak at the time didn't wanted players to just catch the mon, feed it one rare candy and get the evolution without some effort put into it.
