Dragapult would have to click U-Turn every single time to not let Ttar in and maybe even consider running shit like Hydro Pump as coverage just for Ttar. It can also burn it if it has Will-O-Wisp.
None of these options however really change that it would have way less breathing room in OU and be less common as a result.
