A pokemon's tiering has little to do with the viability rankings outside of higher A/S
Tyranitar still has its niches within the tier, it's just not used enough because it requires team support to stay strong

It's funny how Ttar is genuinely better in Ubers now than in OU. To be fair it has always been viable in Ubers but still. Maybe now that Sun is so popular it will go back to being a bit more popular in OU but I doubt it. Not like it's a complete low ladder meme like Mimikyu which I'm surprised they even bothered ranking at all, even if it's at the very bottom.

People realized HDB Zeraora with Volt Switch is a really good offensive pivot since it's actually decently bulky and annoys most common switch-ins with Knock Off if it's not voltswitching out.

Being the fastest mon in the meta is still useful and even though it can't beat Tangrowth, it doesn't like taking Knock Off and getting Volt-Switched on all the time. The meta is also really hostile to Tangrowth right now since Fire types are so good, Urshifu 2HKO's it, and Magearna and Dragapult don't care about it that much.

Urshifu can wait as long as Clefable is around. Magearna needs to go first because it can do way too much far too well. Best thing you can do to it right now is

You can't be totally sure what it's running until you've seen like, at least 2 moves in its arsenal and those are at minimum 2 turns it has to fuck you up

the biggest threat isn't Clefable but Corviknight
Corviknight is immune to Poison Jab and Urshifu can't OHKO it even with band or at +1, and Corviknight rapidly drains its PP due to pressure
I made the mistake of underestimating pex/corviknight on stall and getting urshifu PP stalled out
